This includes evaluating quantities, vendor quotations, labor, equipment, logistics, indirect costs, risks, taxes, and other commercial requirements.

Responsibilities

  • Review ITTs, RFQs, BOQS, MTOs, drawings, specifications, scope of work, and commercial conditions to establish the estimating basis.
  • Develop detailed cost estimates for fabrication, procurement, construction, installation, engineering, logistics, and other applicable EPC scope.
  • Extract and quantify materials, equipment, labor, and services from MTOs, drawings, specifications, and tender documents.
  • Prepare and issue RFQs to vendors/subcontractors for required materials, equipment, and specialist services.
  • Receive, analyze, and compare vendor/subcontractor quotations; identify exclusions, deviations, assumptions, validity, lead time, and commercial risks.
  • Develop indirect cost provisions including supervision, site/fabrication overheads, project support, mobilization/demobilization, and other applicable project costs.
  • Maintain clear estimating assumptions, exclusions, qualifications, and basis-of-estimate records for each tender.
  • Support bid clarifications by providing cost impact assessments for technical and commercial changes, options, and client clarifications.
  • Update estimates following revised drawings, MTOs, addenda, clarifications, vendor quotations, or changes in scope.
  • Conduct estimate checks, arithmetic verification, and cross-checks against historical/project cost data and available benchmarks.
  • Support preparation of the commercial price sheet, pricing schedules, and tender submission documents within required deadlines.
  • Maintain an organized database of vendor quotations, historical rates, productivity rates, material prices, and other estimating references.
  • Ensure all estimating activities comply with company procedures, tender instructions, approved commercial strategy, and confidentiality requirements.

Requirements

  • Bachelor's degree/HND in Quantity Surveying, Engineering, Construction Management, Cost Engineering, Economics, or a related discipline.
  • Professional certification/membership in Quantity Surveying, Engineering, Cost Engineering, or a related professional body is an advantage.
  • 3–8 years' relevant experience in cost estimating, tendering, commercial proposals, or project cost control, preferably within EPC, oil & gas, fabrication, construction, or engineering services.
  • Strong ability to read engineering drawings, BOQS, and MTOs and convert technical scope into cost.
  • Practical experience with vendor/subcontractor RFQs, quotation analysis, and price comparison.
  • Good knowledge of materials, fabrication, construction activities, labor, equipment, and logistics costing.
  • Strong Excel skills, including formulas, lookups, data analysis, and structured estimating workbooks.
  • Ability to work with tender deadlines, multiple estimates, and changing scope while maintaining accuracy.
  • Good commercial awareness, attention to detail, analytical ability, and documentation discipline.
