About the role
Consultant – Carbon Market Framework Review
ActionAid Nigeria is seeking an experienced consultant to review Nigeria's carbon market framework for alignment with human rights, climate justice, and just transition principles.
Responsibilities
- Conduct comprehensive desk review of Nigeria's carbon market framework, policies, and institutional arrangements
- Assess alignment with national, regional, and international human rights principles and obligations
- Identify risks, gaps, and potential adverse impacts on communities and vulnerable groups
- Evaluate safeguards for human rights, land rights, FPIC, gender equality, youth inclusion, labour rights, and environmental protections
- Examine alignment with climate justice and just transition principles (equity, accountability, transparency, inclusion)
- Identify policy, legal, and institutional gaps and provide practical recommendations
- Interrogate practitioners on innovative solutions and best practices that could be scaled
- Collect evidence-based data, testimonies, and photos documenting impacts of carbon market implementation
- Highlight nexus between carbon markets and Nigeria's green growth agenda
- Provide concrete examples of current projects and financial tracking mechanisms
- Produce high-quality analytical reports and policy briefs
Requirements
Minimum Qualifications:
- Advanced degree (Master's or higher) in Law, Human Rights, Climate Policy, Environmental Governance, Development Studies, or related field
- Minimum 15 years' experience in climate policy, human rights, environmental governance, or related areas
- Demonstrated knowledge of carbon markets, climate finance, and climate governance
- Strong understanding of human rights, gender, land rights, and just transition issues
- Familiarity with Nigeria's climate policy and governance landscape
- Proven experience conducting policy reviews and producing analytical reports
- Demonstrated experience with climate and climate finance assessments and project implementation
- Excellent writing, facilitation, and stakeholder engagement skills
- Evidence of similar work completed in the last 2 years required
