Consultancy: Review of Nigeria's Carbon Market Framework for Human Rights and Climate Justice Alignment

ActionAid Nigeria is seeking a consultant to conduct a comprehensive review of Nigeria's carbon market framework, assessing its alignment with human rights, climate justice, and just transition principles.

Responsibilities

• Review Nigeria's carbon market framework, policies, laws, and institutional arrangements
• Assess alignment with national, regional, and international human rights principles and obligations
• Identify risks, gaps, and potential adverse impacts on communities and vulnerable groups
• Examine safeguards for human rights, land rights, free prior and informed consent (FPIC), gender equality, youth inclusion, labour rights, and community participation
• Evaluate consistency with climate justice and just transition principles including equity, accountability, and democratic governance
• Conduct comparative analysis against international experiences and best practices
• Provide evidence-based data and policy recommendations for carbon market reforms
• Document detrimental impacts and collect testimonies from affected communities
• Highlight connections between carbon markets and Nigeria's green growth agenda
• Analyze concrete carbon market projects currently in implementation

Deliverables

• Comprehensive analysis of the carbon market framework with assessment of human rights and climate justice alignment
• Identification of key findings, risks, and gaps
• Practical policy recommendations
• Policy Brief for Advocacy (maximum 4 pages) with key findings, advocacy messages, and priority actions for policymakers
• PowerPoint presentation and debrief session with ActionAid team

Requirements

• Strong expertise in human rights, climate justice, and just transition principles
• Experience reviewing carbon market frameworks and climate finance mechanisms
• Knowledge of Nigerian climate laws, the Climate Change Act, NDC, and Energy Transition Plan
• Familiarity with international human rights frameworks and carbon market safeguard standards
• Ability to apply rights-based, gender-responsive, and climate justice analysis
• Research and policy analysis skills with desk-based methodology experience
• Strong writing and presentation skills
• Understanding of land rights, community participation, and benefit-sharing mechanisms
